If you really want to fix this we need to lift the cap on the number of representatives in the House. Right now, the population of California could double and we would still have the same number of representatives, their districts would simply have more voters. What this means is that for the largest states, our representation diminishes since one House member from California might represent a million voters, while one House member from Iowa might represent 1000 voters. Although each represents one vote, there isn’t anything close to the proportional representation called for in the constitution – which was why the House of Representatives was created in the first place! It is absurd that California or New York (or even Texas) should have only a marginally larger number of representatives than states with only a fraction of our population. THIS is why we have a congress full of rural dimwits, even though at least half of the entire population lives in only a couple very large states.
